Zerocheck round polynomial in Lagrange basis

Has (composition_max_degree - 1) * 2^skip_rounds length, where first 2^skip_rounds evaluations are assumed to be zero. Addition of Lagrange basis representations only makes sense for the polynomials in the same domain.
